Specific benefits include aid of up to 4,500 euros or 8,500 euros with scrapping for CERO emission vehicles, 2,500 euros or up to 5,500 euros with scrapping for ECO vehicles, and 2,500 euros with “voluntary destruction of the vehicle” for C vehicles.

The Plan Cambia 360 Madrid 2024 presents new aids for the installation of electric car chargers in the city starting May 9, as part of its strategy to promote sustainable mobility. These grants, aimed at electric charging infrastructure, will be available for application from May 9 to July 8.

With the goal of further promoting the adoption of electric vehicles, the Urban Planning, Environment, and Mobility Area has significantly increased the allocated fund for the implementation of these infrastructures in 2024, rising from 750,000 euros in 2023 to a remarkable figure of 2.25 million euros.

Up to 75% discount for private residents and 90% discount for community garages

The call focuses on the installation of charging points in private residential parking lots and community garages. A total of 500,000 euros is allocated for the former and 750,000 euros for the latter. Applicants can receive up to 75% of the eligible cost, with a maximum aid of 75,000 euros for private residential parking, and up to 90% of the eligible cost, with a maximum aid of 250,000 euros for community garages.

The grant call focuses on the installation of charging infrastructure for electric vehicles and is primarily aimed at two areas.

Parking for residents (PAR)

Includes public parking concessionaires owned by the municipality intended for residential use (PAR) and communities of users or transfers of public parking owned by the municipality for residential use (PAR) that do not engage in economic activity.

Private residential parking

Includes homeowners’ associations, governed by Law 49/1960, of July 21, on horizontal property, in buildings with more than two homes, which must comply with the provisions of the LGS, particularly those established in its article 11.3. It also covers holders of parking or collective parking in existing buildings under horizontal property regime, or communities of goods.

To qualify for the 360 aids contemplated in the Plan Cambia 360, applicants must meet a series of specific requirements and submit the required documentation as established in the call.

Eligible actions include the execution of pre-installations and electrical installations for the charging of electric vehicle batteries, as well as the acquisition and installation of battery charging points. These installations must comply with the charging scheme 1.a or 1.b described in the technical instruction complement ITC BT-52 of the Low Voltage Electrotechnical Regulation, and must have a collective charging circuit.

  • The charging infrastructure must be intended for parking for residents (PAR) or private residential parking, and must be located in the municipality of Madrid. Additionally, the contracting of the services for the execution of the installation must be carried out after January 1, 2023.   • Eligible costs include the project, civil works, engineering and project management costs, the charging station or stations of type SAVE, the integrated payment system, the signage of the charging stations, the management, control, and security system, and administrative and documentary management expenses, among others.
  • It is important to highlight that the beneficiary must allocate the charging installation to the charging of electric vehicle batteries for a minimum of two years from its commissioning, and the reimbursement of the grant may be required in case of non-compliance with this obligation.

In scope 1, the installations or pre-installations must be designed to allow feeding at least 10% of the parking spaces, with a minimum of 2 SAVE type charging points (specific electric vehicle power supply system). In scope 2, similar requirements apply, with the same proportion of parking spaces and minimum charging points.

Necessary documentation for the application of aids to install electric car chargers in Madrid

To apply for the aids within the framework of the Plan Cambia 360 Madrid 2024, the following documentation must be submitted along with the incentive application form:

  1. Documentation proving representation powers: In the case of Homeowners’ Associations, the minutes of the Homeowners’ Association indicating the condition of President/Administrator must be attached.
  2. Responsible declaration of the applicant from area 1 (PAR): A responsible declaration must be submitted confirming the applicant’s capacity to carry out the installation in the municipal parking lot, including its identification and PAR code.
  3. Technical report or project of the installation: A technical report or project of the installation, signed by a competent certified technician in accordance with the low voltage electrotechnical regulation, is required. This must include the location of the charging systems and their reference on a plan. The technical report must be prepared by a nationally authorized installation company, registered in the Integrated Industrial Registry within the corresponding category.
  4. Planned investment, eligible cost, and requested aid: A detailed budget of the incentivizable actions, accepted by the applicant, must be submitted. If the eligible expense exceeds the limits established for minor contracts, at least three offers from different suppliers requested prior to the contracting of the incentivizable action must be attached. If the cheapest offer is not chosen, a detailed justification for that choice must be provided.

What requirements must be met to obtain the aids of the Plan Cambia 360 Madrid?

Before proceeding with the application for the 360 aids, it is crucial to consider the minimum requirements necessary for the electric car buyer in Madrid:

  1. Be of legal age and reside in the municipality of Madrid at the time of the publication of the call.
  2. Be up to date with the payment of the tax on mechanically powered vehicles in the municipality of Madrid or have obtained an exemption from payment after the acquisition of the vehicles.
  3. Allocate the acquired vehicle for the personal use of the beneficiary for a period of at least two years.

Requirements and benefits for the different types of electric vehicles to access the 360 aid:

  • For electric vehicles with ECO label, such as hybrids, a grant of 2,500€ will be awarded, to which an additional sum of 3,000€ can be added if a vehicle with environmental classification A is scrapped.
  • In the case of electric vehicles with CERO label, a grant of 4,500€ will be obtained, to which an additional 4,000€ can be added if a vehicle with environmental classification A is scrapped.

These grants will increase by 10% in the case of persons with disabilities with reduced mobility who acquire an adapted vehicle or when the family unit has the large family title. If both conditions are met, the increase will be 20%.

The scrapped vehicle must be of category M1, be up to date with the payment of the Tax on Mechanically Powered Vehicles in the City Council of Madrid, have a valid ITV, and be owned by the beneficiary, who must have been the owner uninterruptedly since at least January 1, 2022.

Is the Plan Cambia 360 compatible with the Plan Moves III? And with other aids?

In principle, the Plan Cambia 360 is not compatible with the Plan Moves. However, you can still access other aids, such as the reduction of IRPF in the income tax return for the purchase and installation of a charging point. This measure, on the other hand, allows you to add an IRPF deduction and obtain a refund of up to 3,000 euros for expenses incurred in the purchase.

Who should apply for the Plan Cambia 360 Madrid?
